Not saying it's confirmed, but it's definitely possible. It's Altus's best selling game, or at least best selling spinoff. I'm not going into the details of the gameplay, but I'd imagine it'd be like SMTI in a sense, seeing how the dungeon crawling is similar.
As for everyone's personas, they will be able to choose an arcana when they are creating a character, and that arcana will decide what Personas they will be able to use. Their personas will be able to evolve, or reborn, into other personas of the same arcana. Say you choose Emperor, you would only be able to use Personas that are also Emperor.
I was also thinking that it'd have the same kind of leveling system SMTI has, as well. So, if whatever reason, if an Emperor wants to be a healer, they can do so, but not very effective if chosen so. This would allow both effective, and unique builds at the same time, as in a deeper variety to go from.

Being bound to a single arcana seems like it would be a little limiting. I'm a bit tired as I type this, but if the system interacted with character combat/crafting skills and such then there could be strategic advantages and disadvantages to having an affinity with one arcana or another.
Maybe a system of character rebirth could be implemented, kind of like Mabinogi, which would allow players to switch arcana if they so desired, so that game content can be redone with a different approach.
Any future MMO style SMT or Persona title should strive to capture that type of unique skill design SMT:I had. I don't think I've played another game that came close to having that degree of freedom in character customization. Just my own exhausted mind's ideas ^^

I wouldn't want to rule it out. But, considering Sega's new ownership I would not think it likely.
